1/28/21 Weekly Bull

Update from the CIF – The Covid data continues to improve quickly.  Today’s Zoom meeting with the CIF Commissioners was the most upbeat in a year.  Two sports are starting on Monday (M/W Cross Country and M/W Swim and Dive.  We were also told “don’t be surprised” if the Governor makes additional changes to the tier system which allows for more sports to begin.  I’ve heard this same statement from another person within the CIF system which causes me to be hopeful.  Both statements led me to believe if there were a change, we should hear something by February 12th.  Cross your fingers.  The San Diego CIF has “Game Day Protocols” ready for schools, teams and officials.  These will be provided to all of us in an effort to guide schools and officials on how to conduct a safe experience from the time we arrive, to the time we depart.  You can expect to answer a list of Covid Questions and have our temperature taken, which is a current practice for all who enter onto a school campus.  And don’t count on any indoor facilities for our use.  We will arrive, go directly to the stadium, officiate the game, and depart.  But we might actually get to work…we’ll see! - Steve
 
Here are some clear examples of plays and live-ball fouls that follow the All-But-One Principle.  In each of these examples the offended team accepts the penalty and penalty yardage.
 

  1. Foul by the team not in possession behind the basic spot.

RUNNING PLAY
1st/10 at A 25 yardline.  QB A14 drops back and is tackled/sacked for a loss back to his own 20 yardline.  The defensive player B55 tackles the QB by grabbing and pulling the QB’s facemask.  
Enforcement: During a running play which resulted in a sack, personal foul face mask, by the defense #55, Penalty enforced from the basic spot (end of the run).  15 yards from the A20 yardline to the A35 yardline.  1st/10 for A at the A35 yardline.
 
LOOSE BALL PLAY
1st/10 at A 25 yardline.  QB A14 drops back and throws an incomplete pass to receiver A80.  During the play the defensive player B55 grabs and pulls the offensive tackle’s facemask as he rushes the QB. 
Enforcement:  During the loose ball play (legal forward pass) which was incomplete, personal foul face mask, by the defense #55, Penalty enforced from the basic spot (previous spot - A25 yardline).  15 yards to the A40 yardline.  1st/10 for A at the 40 yardline. 
 

  1. Foul by the team not in possession beyond the basic spot.

RUNNING PLAY
1st/10 at A 25 yardline.  QB A14 hands off to running back A32 who sweeps around the end to the A30 yardline where he is down.  During the run, defensive back B17 grabs and twists the facemask of receiver A88 at the A 35 yardline.  
Enforcement:  During the running play where the runner was down at the A30 yardline, personal foul face mask, defense #17.  Penalty enforced from the basic spot (end of the run).  15 yards form the A30 to the A45 yardline.  1st/10 for A at the A45 yardline.
 
LOOSE BALL PLAY
1st/10 at A 25 yardline.  QB A14 drops back and throws an incomplete pass to receiver A80.  During the play, but before the pass, the defensive player B55 holds receiver A88 at the A 40 yardline. The holding occurred before the pass was thrown. 
Enforcement:  During the loose ball play (legal forward pass) which was incomplete, holding, by the defense #55, Penalty enforced from the basic spot (previous spot - A25 yardline).  10 yards to the A35 yardline.  1st/10 for A at the A35 yardline. 
 

  1. Foul by the team in possession beyond the basic spot.

RUNNING PLAY
1st/10 at A 25 yardline.  QB A14 hands off to running back A32 who sweeps around the end to the A30 yardline where he is down.  During the run, wide receiver A88 holds defensive back B17 at the A 35 yardline.  
Enforcement:  During the running play where the runner was down at the A30 yardline, holding, offense #88.  Penalty enforced from the basic spot (end of the run).  10 yards from the A30 to the A20 yardline.  1st/15 for A at the A20 yardline.
 
LOOSE BALL PLAY
1st/10 at A 30 yardline.  QB A14 drops back and throws an incomplete pass to receiver A80.  Prior to the pass being thrown, wide receiver A88 grabs and pulls the face mask of defensive back B17 as they run together downfield. 
Enforcement:  During the loose ball play (legal forward pass) which was incomplete, personal foul face mask, by the offense #88.  Penalty enforced from the basic spot (previous spot – A30 yardline).  The 15 yard penalty is enforced to the A15 yardline.  1st/25 for A at the 15 yardline. 
 

  1. Foul by the team in possession behind the basic spot. (these will be enforced from the spot of the foul)

RUNNING PLAY
1st/10 at A 25 yardline.  QB A14 hands off to running back A32 who sweeps around the end to the A50 yardline where he is down.  During the run, wide receiver A88 holds the defensive back B17 at the A 40 yardline.  
Enforcement:  During the running play where the runner was down at the A50 yardline, holding, offense #88 at the A40 yardline.  Penalty enforced from the spot of the foul (this is a foul by the team in possession behind the basic spot/end of the run), 10 yards from the A40 to the A30 yardline.  1st/5 yards for A at the A30 yardline.
 
LOOSE BALL PLAY
1st/10 at A 40 yardline.  QB A14 drops back and throws an incomplete pass to receiver A80.  During the play the offensive tackle A75 grabs and restricts (holding) the defensive tackle B82 in the offensive backfield at the A 35 yardline. 
Enforcement:  During the loose ball play (legal forward pass) which was incomplete, holding, offense #75, Penalty enforced from the spot of the foul (this is a foul by the team in possession behind the basic spot/previous spot), 10 yards from the A35 yardline to the A25 yardline.  1st/25 for A at the 25 yardline.
