Food For Thought:

  1. FORWARD PROGRESS IN BOUNDS

Rule 4-2-2 “The ball becomes dead and the down is ended when a runner goes out of bounds, is held so his forward progress is stopped or allows any part of his person other than hand or foot to touch the ground.”

  1. FOR BALL CARRIER OUT OF BOUNDS

Locating the point of forward progress is a very important matter, especially when the action is near the line to gain. Rule 4-3-3 states “When a runner goes out of bounds, the nearest hash mark is fixed by the yardline through the foremost point of the ball at the time the runner crosses the plane of the sideline.”

EXAMPLE 1. Ball carrier A1 sweeps around left end and heads toward the sideline. As his right foot touches the sideline at the A-45 he is holding the ball so that its most forward point is at the A-46.

RULING: The ball is out of bounds when A1 touches the sideline, so the A-46 is the point of forward progress. It is the location of the ball when declared dead that determines forward progress in this play. Team A’s ball at the A-46.

EXAMPLE 2. Ball carrier A1 sweeps around left end and heads toward the sideline. As his right foot touches the sideline at the A-45 he has the ball tucked into his body so that its most forward point is at the A-45.

RULING: Again it is the location of the ball when declared dead that is the key to the ruling. The ball is out of bounds when A1 touches the sideline, so this time the A-45 is the point of forward progress. Team A’s ball at the A-45.

EXAMPLE 3. Ball carrier A1 sweeps around left end and heads toward the sideline. As his right foot touches the sideline at the A-45 he is turned so that the most forward point of the ball is at the A-44.

RULING: Once more it is the location of the ball when declared dead that is the key. The ball is out of bounds when A1 touches the sideline, so this time the A-44 is the point of forward progress. Team A’s ball at the A-44.

EXAMPLE 4. Ball carrier A1 sweeps around left end and heads toward the sideline. His right foot touches the ground inbounds very close to the sideline at the A-30. As he continues to run his stride is such that his left foot then breaks the plane of the sideline at the A-31. In this case, remember, progress is the foremost point of the ball at the time the runner crosses the plane of the sideline.  Think about this and play out some simulations in your mind.  Think about spots at your scrimmage!!!

Announcements:

  1. Remember, DON”T arbitrarily block Saturday youth football games! The following is a part of the Association's Assignment Policies and Procedures:

"All probationary, transfer, additional and certified officials are expected to be available to officiate youth football games.  Failure to do so may result in an official being declared ineligible to be assigned to any playoff games during the current season."  "Members not satisfactorily participating in the officiating of youth football games during the current season (excludes spring and summer leagues) may be declared ineligible to be assigned to any playoff games during the current season.  The Assignment Secretary shall prepare a list of these members and present it to the Board by November 1.  The named officials will be notified and will be required to submit a letter to the Board explaining why he or she could not satisfactorily participate in the officiating of youth football games.  The Board will then decide if the official's playoff assignment privilege should be reinstated."

  1. Rules Test – Please keep the room quiet as we get more and more officials who are finished. Talking in the room is a MAJOR distraction to those still working and thinking.  Please take your conversation outside.

  2. ALSO – Question #94 has five answers to choose from. There are only four bubbles A-D on the answer sheet.  If you choose answer “E” then draw another bubble to the right of “D” and darken it in.

  3. After you complete your test, take it to the person correcting and recording for YOUR ASSIGNED CLASS. Also – pick up an answer key and take home your test and scored answer sheet.  Look them over and learn from your mistakes.
