2-32-8 A player becomes a kicker when his knee, lower leg or foot makes contact with the ball. When the player in PlayPic A "whiffs" on the kick, he is not considered a kicker. The contact by the opponent only caused the K player to lose his balance and was not unnecessarily rough (PlayPic B). There is no foul.

2-32-8 A player becomes a kicker when his knee, lower leg or foot makes contact with the ball. In PlayPic A, the K player is a runner, not a kicker. It is the defensive player's obligation by rule to avoid illegal contact. The covering official must judge if the defender had reasonable opportunity that a kick would be made.
